From the beginning we lol fans don't have much IP (influence points), so it's hard to build a perfect rune page.
1) Buy desired runes from tier 1 and place it in your rune page
2) Fill your rune page with tier 1 runes
3) Collect your influence points and slowly, slowly replace it with tier 2 runes
4) After replacing the tier 1 runes with tier 2, put 5 of the tier 1 runes in the runes combiner to combine it into 1 tier 2 rune.
5) And continue until tier 3
